Best starter e bike for chicago

I’m new to E Bikes and i wanna get one to cruise around neighborhoods and by the lakefront and stuff but i also don’t want to get something that i’ll get hastleed by the cops for on the road(was thinking ab the nova x but someone said they aren’t the best on roads and some cops on chicago will be assholes about then) i was looking for something basic and under 1k and was thinking about either the eskute v300 or someone recommended ridstar? which is better? is there any others that outshine both for that price ? (i def want something minimum 25 mph ideally 30-35)

You cannot buy a 35mph e-bike and also expect to not get hassled by Chicago cops. In Illinois, anything that goes over a strict 28mph is legally classified as an unregistered motor vehicle, and if you take a fast, aggressive-looking moped bike like a Ridstar or Nova X onto the Chicago Lakefront Trail, you are essentially begging for a ticket from the patrol cops because those paths are packed with pedestrians. If you want to fly completely under the radar, you absolutely must buy a stealthy, traditional-looking bicycle frame that can be software-unlocked to a legal Class 3 (28mph). For under $1,000, you should skip the illegal Ridstars and look at something like the Lectric XP 3.0 or stretch your budget slightly for a Velotric Discover 1 Plus; both of those bikes look like completely harmless commuter bicycles to the cops, but you can unlock them in the digital display settings to safely hit 28mph on the open road.
