Suggestions on new build?

Hi y'all.
Firstly, I already have the 4070ti from my previous build which kicked the bucket. I've been unable to determine what exactly ended my baby's life, but whatever... I'm using it as an excuse to move forward!
Region - BC Canada
Use - 1440p gaming (max settings) & streaming in HQ. Assume some limited video production.
Games vary, but assume high impact like Cyberpunk, Rd2, perhaps even GTA6 ready (I'm sure info on that is limited). I know the 4070ti will be the bottleneck but I can replace that later.
Budget - approx $3000 CAD.
Peripherals / requirements - Bluetooth ready (I have an adapter but would prefer integrated I guess. I like to do some couch gaming and hook my PC into my TV via HDMI and use a PS4 controller.
Ample ports for - 2 mice, keyboard, stream deck, elgato wave 3 mic, 2x webcams (one being stream cam so we already have a couple usb-c requirements, which I can get adapters for if needed). Arctis Pro /w gamedac headset, and a tobii eye tracker 5.
I think that comes down to 7x usb and 2x usbc?

I think my mobo is an issue looking at it, not enough usb / usb c? Honestly someone suggested it for me.
The RAM, CPU and MOBO come from newegg as a package at about $300 off, which is why those are selected. I'd prefer 30cl RAM but afaik 36cl with that cpu isn't much of a difference?

nvme storage is too expensive get any gen 4 1TB $200 cheaper. case lancool 217 and phantom spirit 120 evo cooler.

Is there a significant difference in the 990 to a gen 4? I was previously using a 980 pro and liked it very much but am currently unsure if it's still operating (need an opportunity to test), but it's around.. 5 or 6 years old. Seems hard to find one now.

Your motherboard has 7 usb-a and 3 usb-c, which should be enough for your listed requirements. Also, if you have access to any computer and a usb stick you can download the w11 installer onto that, and you can get keys for w11 online for incredibly cheap compared to buying it from an official store.

Any suggestions on solid fans? rgb preferred of course, because of my inner child.
Also to confirm, people tell me liquid/aio cooling really isn't all that great at the end of the day?

Your mobo comes with integrated Bluetooth.
I would only worry about liquid cooling if you plan on overclocking, otherwise the peerless assassin will be fine.
As for case fans, Arctic p14's are great for the price, as quiet as higher end fans and they have argb options.

Thanks!! That's great, so I can stick with that. My only concern from there then is BT.
For windows, that works. I have my old SSD which I'm hoping I can access as a 2nd drive with windows on it but... pretty sure the files are corrupt s hell so I'll go with your suggestion.
