Pc wont stay turned off

Basically the title I have recently built a new pc and the problem Im having is that when I turn it off by the power button (which is the only way to because I have not plugged it in to monitors yet) it turns off and a few seconds later it turns it's self back on again and I'm not sure why.
The only thing that's not new is the case so I know it not any of the parts and I have tried googling but nobody else seems to have had my problem

And 2 sticks of lexar ddr5 ram

Does your case have two buttons?
If so I bet $5 that you have the "Shutdown" and "Reset" headers swapped (source: did this once with an NZXT build after 2 hours of swearing and never got around to fixing it, so I just pressed the tiny "Reset" button to shutdown and avoided using the big LED "Shutdown" button.

Depending on the motherboard, the power button might not default to turning the system off. It might default to sleep or even restart. Though I have seen a few other complaints lately related to the new Intel CPU motherboards restarting on their own so there may be something affecting those motherboards.
Since you're presumably not yet even into Windows, there's no harm in just shutting the system down with the power switch on the back. The only time you don't want to hard turn off a PC is when there's the possibility something is being written to storage, be that an SSD or the BIOS's storage. Unless you've just asked to save changes to the BIOS settings, updating the BIOS via flashback, or to the point you've loaded into the OS (either actually on the desktop or it's doing an update) you're safe to just pull the power cable if you wanted.
Until you're to the point that you do have a monitor plugged in, there's not really any kind of debugging you can do to figure out why a system is restarting on it's own.

Right thanks for this, so the mother board is the first component I listed above, sorry for not labelling them but it's a tuf gaming B860M-plus. It sounds like from what you saying though that I'll have to plug it in and check settings and stuff to see what's going on, so I'll do that now

Of the few scattered complaints of this issue, there's no common thread in terms of what brand or even class of motherboard it is. Usually this is caused by some kind of peripheral that's waking it back up, usually a mouse, like what u/forevertired1982 suggested. But your particular situation of having nothing at all plugged in and it still restarting on it's own is something I've seen mentioned with a few Intel Core Ultra systems recently. This could be pure coincidence though, and not anything wrong with the Core Ultra CPUs or the motherboard chipsets / BIOS. But it could be some bug that isn't something you can fix if no other issue can be found.

As for tracking down possible causes that aren't odd BIOS default like having the on/off be a restart:
First check that there's no debris in any of the USB ports in the back. No ethernet connected either.
I'd unplug all of the front panel connections. USB, HDAudio, and the power button / led / etc. Then with a screwdriver turn the system on and then off again by briefly bridging the pins for the power button (the top two pins on the left, see page 17 of the manual).

If the system does not restart on it's own when using a screwdriver, plug in the front panel header. If this is a mono block style connector, great, it should just plug in one way. If it's a lot of individual pin connectors, plug in just the ones for the power button. And then turn the system on and off using the power button. Hopefully it turns off and stays off. But if it restarts, then I'd suspect a faulty power button on the case. If it stays off, plug in the rest of the front panel header connectors and try again, then USB and HDAudio and try again. Either you'll find one of these things cause it to restart when shut down meaning that cable is faulty, or the motherboard is faulty, though it'll be hard to figure out which if one of them does. But the best case scenario here is you find nothing wrong and it was just something that wasn't plugged in properly that now is.
If the system does still restart on it's own when using the screw driver, then you'll want to pull the entire motherboard out of the case and try the test again while it's just on a cardboard box. Basically you're trying to make sure there isn't anything shorting on the back side of the motherboard. Could be a bad standoff in the case, or an extra screw that fell down, etc. The restarting on its own could have saved you from it literally frying itself.
Again, if everything works fine outside of the case, then start putting everything back in, double checking there's not an extra standoff or some cables stuck behind the motherboard that shouldn't be there, etc.
If outside of the case it's still restarting, I'd honestly suspect a faulty motherboard and return it / RMA it.

Triple check your pins for power and LED, you might have something bridging them.

So the little plugs I guess have two sides one with the labels with what that plug is (power SW Qs i.e) and the other side is this little like metal bit, I had the metal sides facing eachother so the label was on the outside, could that be bridging them

Usb3 can be set on/off in the bios when the system is off meaning moving a usb mouse or keyboard can wake your pc.

Hmm there are now mouses or peripherals plugged in so don't understand hoe that couldwake it up
