ULPT: Get them to drain the damn pool

My backyard neighbours have let their yard go to absolute shit. So far, among the knee high grass, is a stove, broken TV, fallen tree, and, the coup de grace, a broken in-ground swimming pool where the liner is hanging by a thread and the two feet of water is deep murky green. The mosquitos and smell are horrendous. We call the bylaw officers regularly but they make a half-hearted attempt and give up. We used to love hanging in pur backyard but it is dubious now. What can I do?

Yes. Any oil that forms a layer on top of the water. It suffocates the larvae. Vegetable oil is a more environmentally friendly option.
It may need to be reapplied when it breaks down.

be careful with this, chlorine tablets sitting on the bottom of a plaster pool will eat through the plaster over time. don't want to actually damage their property.

My sisters neighbour had a derelict above ground (cess)pool. She’d huck the dunks over the fence a few times per year. Didn’t help the way it looked, but at least kept the bugs away.

Great advice. Absolutely. Can you put an unethical spin on it? Throw piss disks over the fence just before the health inspector comes by? Or sprinkle a couple little empty vials in their yard that imply illicit drugs may be present? Something in between is what I'm trying to think of....

This is what I would do. Mosquitos pose a great heath risk, so ants take green water should be replaced. I know after Katrina, they stated putting fish in old abandoned pools to eat all the mosquitos because they became such a problem.

Needless to say, don't pee in the pool. Piss discs would be a drop in the bucket in that mess. Releasing snakes is not a good ideas because they'll come to your yard too. Ditto rats. Rigging small explosives around the yard could get you in serious trouble. Hiring a bulldozer and pushing fill dirt into the pool might be illegal. Advertising "free pool and appliances" might not be effective.
(Not unethical, but buy some mosquito dunks that have bT (bacillus thuringensis), which will kill the mosquito larvae so they can't breed. Toss a couple into the pool once in a while. Also call your local board of health. It's a serious health hazard.)

Honestly, doing this the right way is probably better and will be satisfying for sure. Call up your city or town and find their vector department… These people monitor this kind of stuff and they will make them fix it. They have drones and other stuff they do to identify standing water that’s problematic like this and you’ve already told them where to look. They will make them fix it. For you it’s just a phone call and you don’t actually have to exert any extra effort on bad neighbors. Mosquitoes have too much stuff related to disease and cities generally, do not let this slide at all.

Idk if this is unethical enough, but call the EPA (or your local areas similar agency). Our house was a hoarder flip, and the investors who bought it first ended up spending all their money fixing the pool when the EPA flagged it as an environmental hazard- mainly due to the mosquitos using it as a breeding ground. If you’re in an area that regularly sprays for mosquito control, they will 1000% want to shut down any breeding pools.

Plant bricks of coke in their house and property. Make an anonymous tip about dealing activity. If they're arrested and convicted, the property will slowly go to shit. Wait for it to be condemned and bulldozed. After it's bulldozed, buy the empty lot.

You should check, where I live, the public works department hand out mosquito dunks (larvicide tablets) for free. As noted elsewhere, it’d be easy to lob a few into the pool and put a stop to mosquito problem in an environmentally responsible manner.

My neighbor has two broken cars that he’s working on, porch furniture, a stove, and a toilet. These are the ones I can identify. Many others are metal hulks in the grass.
Our properties are back to back but in different townships. I can complain to my own township but they say they can’t do anything about a house in the other township. I can complain to the other township but because I don’t pay taxes there, they won’t listen to me.

Save up all your food waste in the freezer til you have a LOT. Sneak over one night and dump it into the pond along with any other garbage you have. Just make sure there is NOTHING in it that could identify you (mail, prescriptions, etc).
Yes, the smell will be horrific for a while. BUT. As soon as the smell hits, call the health department, local authorities, and anyone else you can think of to report both the smell and the fact that you've seen rats, raccoons, and any other animal considered a pest where you live regularly going across the yard. If you mention that you've seen them during the daytime they'll respond even quicker. Continue throwing more in as things progress.

Just toss in your wrapped up mannequin and steaks and call the police yourself.
Code enforcement will notice, even once the police have figured out the floater is a false alarm. Once the officers have to wade through it, literally, the problem swamp will be harder to ignore.

If it were me, I would wait til no one was home. Then I would hop the fence and slice the bottom outta the pool liner so it drained. I'd douse the rest of the pool area with a couple of gallons of bleach. Whole process would take less than 10 minutes and pretty much take care of the stagnant water for the mosquitos to breed and the bleach outta kill enough of the mold so it doesn't smell so bad.

I am confused - in our town, the bylaw officers will show up, give a warning. You only really get one warning. The next time, it is a ticket. The 3rd time, the town cleans it up at the owner's expense and the cost goes directly on their property tax. If they don't pay the property tax, they lose the house.
Have you escalated with to the town leadership about the utter failure of the bylaw officers? I would be showing up there and flogging them with pictures, the health department too.

Have you tried actually speaking to the neighbors? Is this an issue of lack or money? Are they elderly and just overwhelmed? Maybe a community group or local church could help get it cleaned up. Some people are just lazy jerks but there are also people who are just really struggling and need help.

At high concentrations, chlorine kills mosquitoes. That's why I said "alot". But you could also add some mosquito dunks.
