I agree generally but OP is describing people acting aggressively on the tube. You know as well as I do that that's not on, and I don't know why football is afforded a 'free pass' in that respect. Can you think of any other event whatsoever that causes as many issues in this country? I can't.
Violent idiots will be violent idiots regardless, they only need the smallest justification. If you took away football they'd just find some other excuse. Adequately funded policing and a jail system that wasn't full to the brim would definitely help.
No. The rest of the public shouldn't have to put up with that kind of hostility, but the only real solution would be vigilantism which comes with it's own host of problems (and would probably further just provide an excuse for people to get violent).
Unfortunately drink and drugs are deeply intertwined with some football fans. You just have to witness the crazy scenes in the toilets at half time at the stadiums. Mixed those types of people and a good 10-15% of troublemakers who have no real affinity for the clubs but go to find trouble or create it with police and you get the scenes this weekend in the cities involved. However it’s the minority and 90% percent of the attendees are there for nothing more than the celebration.

People misbehave given any chance they want. My local cinema has had to evacuated regularly because of idiots setting off flares in Bollywood screenings. Watching the parade go past my family's house, seeing so many people from all walks of life enjoying themselves makes it worth it.
Alcohol fused football fans are the worst. Although I'd say the Liverpool parade I went last year was quite family friendly and I didnt feel unsafe in anyways... except rhe last part when an arshole who wasnt parade attendee drove a car into the crowd.

Parades don't tend to be too problematic these days. Fans from certain foreign clubs cause far more issues.
