Short hours

I'm transferring all my hours into foreflight and discovered I added 1.0 + 1.3 = 2.6 for simulated instrument hours. When I correct this I end up having only 2.8 hours at the time I took my PPL check ride. I've since gotten my instrument rating and have never noticed this mistake. I'm kind of scared of what this means for my license.

Just kidding. You're fine. Unless you decide to bring it up at very bad times trying to force someone's hand into taking an action they don't want to deal with.

No one will care. Not even the FAA. But this points out why sending someone to a practical test with 3.0 or 5.0 is bad. Bad math and not verifying each requirement is also bad.
My local DPE said their recent annual training said the FAA is going to start tracking instructors whose students are turned away for admin reasons and instead of the checkride not starting it will be a discontinuance.

I’m sure the DPEs already know which instructors are screwing things up but good on the agency for stepping in and starting to track it. Should help availability a bit if they can get the non starters to stop clogging the appointments.

Non-airworthy airplanes are going to be reported too. THAT is going to be a big problem for people. Can't fly home in the airplane you flew to the practical test.

There are multiple layers of checks here. 1. Your CFI who endorsed you for checkride technically is equally responsible. 2. The DPE is also responsible to make sure all necessary requirements are met
You can either just let it go. Or for a peace of mind, you can contact your CFI who endorsed and discuss if you should do something about it. If he suggests corrective action, you should contact your DPE before you go for any corrective actions.

Your PPL instructor and your PPL examiner were both lazy. Their jobs were to pick up that kind of error.
As for you... forget it. I have instrument ratings from a few countries (for reasons...) In one of those countries, the instrument checkride examiner forgot to check my circling approach. We just ... didn't do it. (The test went well, if that makes a difference.) After the final landing & shut down he exclaimed that he'd forgotten clean about it. I said without thinking, I won't tell anyone if you don't. He gave me a side-eye, and nothing more was said.
So that's that. It's a fun story for the bar, nothing more.

The guys that gave you the ratings didn't care or were bad at math too. Move on
My examiner caught that my first night xc didn't count as my CFI had 2.3 at night but the entire flight was 2.5. so that first night takeoff wasn't actually night which means I only had 9 takeoffs.
