I came here to say that. I just started reading it and that first scene is brutal, but probably prescient. It's just a matter of time for a big enough heat wave and power going out at the same time to come to fruition. You think with all the available labor they would be building up thick walled buildings that can stay cooler much easier, painting them white, and investing in more solar and ground source heat pump cooling. Have you read Kim Stanley Robinson's other works like the California trilogy?

It seems likely that the ministry for the future is a bit overdramatic in the first chapter. I don’t think the first catastrophic heatwave will wipe out the majority of people in a large city, it will probably be more like 10% with most others suffering from heat stroke. That should be serious enough to really get attention and funding for major landscaping and construction projects as well as perhaps geo engineering. I don’t really see why the government will wait until that point though, it seems quite stupid and shortsighted.

What's even more absurd about India is that only about 8% of homes have air conditioning.
Indian friends, please paint your houses white and plant ASP trees en masse, also alert your friends/family/neighbors to do the same and pressure the authorities to take action.
Unfortunately, India is on the forefront of unprecedented tragedy, unfortunately, it seems so.
Heat management must be the national focus, existential threat.

The color of a surface affects both emissivity and absorption. A white wall limits the ability to radiate away heat at night in addition to reducing absorbed sunlight during the day. I think best to encourage local contractors to “focus on passive cooling options”. The brilliant white siding over insulated wrap is ideal when you know that inhabitants will have active cooling/heating through working HVAC systems. If the grid fails that design can become a death trap.

It is a good idea but What will they do when temperatures stay at 45- 50 degrees C, most trees die at that temperature. They need to find canopy trees that can withstand that level of high heat and get them up and running in the next 3 years. That should have happened 10 years ago.

50% would be 750 million people that's the double amount of USA and in US lots of state grids are failing anyway, I remember video of electrical engineers cooling transformer with table stand fan and water hose in some Indian city, good luck maintaining grids operational at 750 million or let's cut it to 300 million ac units in 50C

They are expanding photovoltaic at a 40% annually. They are rapidly catching up with USA in terms of manufacturing PV which is absurd given how far ahead we were a decade ago. Ramp up takes time. India’s total electricity demand remains lower than USA and China. This means that they are in track to run photovoltaic surpluses sooner than either.

It’s one of the best places in the world for agriculture prior to climate change messing up weather systems. It used to be a smart place to put a city because the summer high temperatures were manageable if you stayed indoors.
