Does wheel/motor need to be removed to service Lectric XP 3.0 brakes?

I recently bought a used Lectric XP 3.0. At the time of purchase I did notice that there was a decent amount of rubbing on the brake rotor from the pads and they seemed to be fairly close to the rotor. I though I would be able to make this repair myself based on online research. Turns out I am not as bright as i thought i was and cant figure out how to do this. So, I brought it into my local REI bike shop and they are charging me $40 for the motor/wheel to be removed in order to conduct this repair.
At no point in my research did I read it is necessary to remove the wheel to repair the brakes. Is this a legitimate charge? Some advice for a newbie would be so helpful. thank you very much!

if i have to remove/replace pads, bleed the system or change the fittings i always remove the rear wheel. It just makes things easier in the end.

Depending on the caliper, some disassembly may be required to get to the brake pads. Either removing the wheel or removing the brake caliper. For rear wheel hub drives it is easier to remove the caliper. But then it requires re-aligning the caliper.

There could be an issue like a poorly fitted break pad (e.g. it has a bit of metal shavings stuck to the magnet so it's not sitting right) that would require the wheel to be removed.
