They expect people that have repeatedly broken the law to pay each of the fines accrued, yes. BTW, you're actually also liable for a £1000 fine for not updating your Drivers Licence address *as required by law*, a redirect doesn't cut it.

Just pay the fine and shut up. I had this once about 20 years ago when I drove through a bus gate. I was following a route I had been given - except I was going one right turn too far (only maybe 20 metres), which took me into the bus gate. There WAS signage. It was just in amongst a ton of other signage. It was *totally* my fault in spite of that. I should have seen it. I got three fines spaced out over a week or so. I decided not to appeal on the basis that if they looked over the archived camera footage, they'd have found me doing it at least 20 more times. I paid up, and shut up. And that was the end of it.
