Planning on buying this e-bike soon and was wondering if I can put wheel lock skewered on it? If so any suggestions?

My co worker has the same bike has had it for a year and he said the only thing that failed on it was the battery and he got two more and since then it’s worked great

Do not buy that bike.
First, TUTTUO is not a brand. It is a dropshipper selling white label crap from Alibaba. You will get absolutely no manufacturer support, which includes replacement parts when things break or wear out.
Second, it likely exceeds the nominal power rating for an electric bike. It likely even exceeds the nominal power rating for a moped. It might have pedals, but it has enough motor power to be a full fledged motorcycle anyway that will require a full motorcycle license to use. If it doesn’t have a VIN, you won’t be able to register it, and you won’t be able to get a bill of sale from the dropshipper to do a no-title registration.
Third, I would not trust the battery in there. A dual motor bike should cost a lot more than $1400, simply because the battery must be enormous to power two whole motors. The wiring is less of an issue than the battery itself: a cheap battery is an explosion hazard all on its own.

If you can’t drop $1000 on a used bike from Upway, I suggest asking an electric scooter subreddit for suggestions. Electric scooters are mechanically simpler than bicycles, and as such you can get one for cheaper.
Realistically, that’s the price floor for an ebike. The problem, as I said, is batteries. They’re half the price of an ebike all on their own, as batteries are a situation of picking two of being cheap, being long lasting, and not being prone to spontaneous combustion.
