Probably a ground effect vehicle (GEV). They're designed to fly just above the surface of the water. Soviets has some interesting designs for them during the Cold War era

Reached through my entire Jane's Home-Built Aircraft (1977) that covers several experimental and prototypes and came up with diddly. I have the 1979 reprint, but doesn't mention if there were any updates. Either way I'd start looking at something 1978 or later.
I don't think it is related to the Dyke Delta because the wings and tail look pretty off. Sorry OP, whish I had more for ya.
