Looking to conceal carry, what holsters do you suggest?

Are there any holsters that work (primarily) with skirts, and could be transferred to pants?
The pistol I am saving up for is a Springfield Armory Echelon 9mm.

The phlster enigma is great for both. Both my partner and I use them.

Phlster Enigma? I’ll check it out, thanks!

Happy to! It's about the only holster I use at this point. Even works well when I'm just wearing a t shirt and gym shorts.

I looked at it briefly, can you unclip it from the waist belt and put it on pants? Or is it permanently attached to the belt it comes with?

Its really the only option for skirts aside from a belly band.

If concealed appendix carry is where you’re going, Tier 1 Axis Elite is tough to beat imo.

I wear a Muddy River Tactical with an ulti clip on sports shorts regularly. My carry pistol is a tad lighter than an echelon though. I use a savior obscura for off body as suggested above. But the ulti clip easily moves from the shorts to pants and the bag.

Mastermind tactics covert belt + tenicor holster. I wear mine under athletic shorts frequently

Depending on your body type, carry purpose and the average environment you will be carrying in, an off body carry system could be something to look at. Eberlestock has some decent solution and there are some solid CCW shoulder bags out there.
Now, before the hate starts, yes off body carry has some pretty steep down sides, so again it is going to be carry purpose specific (like office to car garage, out shopping, etc..). Not so good standing around at office Christmas party.
Also, the off body system can’t be left unsecured, which really is the biggest downside and needs a lot of thought before hand. Some upsides are sitting in a vehicle, sitting in a movie theater and situations where your anticipated environment might be orange in nature, with a probability of moving to red fast (parking garage comes to mind as well as anytime moving from points A to B), you can discreetly grip your firearm inside the bag and it not be generally known you’re armed.
So, really I’d say to not limit yourself on carry systems. Let the anticipated environment dictate your carry system and I would say carry options. Christmas party? Snubby in .38 or my personal fav, a Seecamp in .380. Family reunion? Benelli M4 with #4 buck shot.
