hey so how do i tweak and SAFELY debloat my win 11 to its max potential to minimize ram usage and maximize perfomance? without any sort of download some OS , maybe theres some app or something but i wanna debloat it to the most i can

Don't worry too much about this. Windows manages ram, you want it to use whatever is not being used.

Windows will not go and kill those unneeded msedge.exe instances, either Teams, and so on. It's not about low-level memory management, but waste of resources.

edge is integrated into the operating system. Teams can be uninstalled if you don't use it. If you do use Teams, you want it always running

Windows O&O ShutUp is what I use to disable things I don't want especially telemetry stuff. Can't say it really improves performance, but this might be what you're looking for.
