When descending, they would rest their legs over the top of the handlebar. Imagine not only that, but having to get your feet back down and onto the pedals should you want to do something like stop

People typically think of the largest diameter wheels with these, but they made smaller diameters for lower gearing.
Thomas Stephens rode around the world on a 46-inch diameter I believe, which was / is a low enough gear to ride off-road and on somewhat steep climbs

Interestingly, modern bicycle gearing is measured in gear-inches. Gear inches are equivalent to riding a Penny Farthing with a drive wheel of that diameter.

Yep. It's a very convenient universal measurement. XX gear inches is the same effort on a 700c road bike as it is on a 20" folding bike.
