Pls help me fix my pc up

So I’m trying to upgrade my cpu to be compatible with Forza horizon 6 and I’m on a budget so cheaper is better but i still want it to be decent so don’t give me something that’s gonna suck so my motherboard is a hp 8298 and ideally I’d like to get a cpu that is compatible to that only problem is I have no clue what to get idk if you need this but my current cpu is a intel(r) core(tn)i7-7700 cpu @3.60 ghz

Not gonna lie the i7-7700 is already basically near the top end for that motherboard/socket.
You might find a used i7-8700/9700 won’t work because HP OEM boards get weird with compatibility/bios locks. Honestly for the money I’d probably save toward a newer motherboard + CPU combo instead of dumping cash into that platform.

Alright thanks someone else said something about having to worry about something with the power supply in one of the other comments would this still be something to worry about and also would it just be better to save for a new pc atp

Your CPU is as good as it'll get on that motherboard. You'll need a newer motherboard to get a better CPU.
A new motherboard will also not be compatible with your power supply, so you'll need to upgrade that. You'll also need a new CPU cooler as the one that connects to your HP motherboard and LGA1151 socket likely won't work with anything new.
Your case might be okay to re-use but since you didn't mention the model of the computer I can't say for sure, however HP doesn't really build their systems to accept anything but their own motherboards most of the time.
In other words, you have an HP OEM PC, and therefore to upgrade it you're pretty much buying a whole new computer. The most you will be able to confidently reuse is the SSD and RAM.

I've never run into that personally, but I don't doubt that it's a thing. I know some CPUs can be vendor-locked, like if you ever plug a Ryzen PRO CPU into a Lenovo PC you can never use it with a non-Lenovo PC again, for example.

I have not seen it either but I remember years ago I was watching LTT when they were not what they are now and they had issues with a budget machine because they used HP RAM. The RAM worked in an HP but not in a dell or whatever they were using

Okay you need to research this specifically, but that is probably the best CPU you can get in that motherboard as far as I know. I think that is the best cpu for that socket but if not hp tends to limit upgradability anyways. The bigger issue you have is the power supply that is likely proprietary and cannot be swapped with a generic one that can power a GPU

The only way to get a GPU into a proprietary system is to use a GPU that only needs motherboard power. However, they are typically not a great value. They aren't usually crazy expensive but they tend to not be a good value
