First of all, make sure it's actually illegal what he's doing. Medical cannabis is legal in the UK and has been for like 8 years now. If he's using a medical cannabis vape, and he's got a prescription, he's not doing anything illegal or wrong.
If he is actually smoking it, then yeah technically it's illegal still. Unfortunately for people who don't like the weed smell, ALLOT of people in the UK smoke weed. More than people who drink now, as it's healthier. It's kinda part of the UK culture, when it's sunny, you'll smell wildflowers and weed. Just how it isđ¤ˇÂ
I'd ask again nicely and just say look I've got little kids, could you at least warn us so we can close the windows and stuff. Also mention the newborn and the fact your Mrs will need rest for a few days, and to keep cool whilst she recovers which means keeping the windows open. As someone else has suggested maybe get their number and ask him to text you before he goes out for a smoke.Â
No officials are going to do anything about someone smoking a joint, because it's not really a crime. If your growing or selling, sure. Having a joint in your own home, not really a issue. I agree you need to be considerate of others with the smell though. Maybe buy the guy some insence or a cheap smoke buddy or something and be like best of both worlds for us both

And also try Tallow and Ash washing stuff (it looks expensive but actually it really goes along way), they've got different smells, it's all really soft gentle stuff made by a chemist who got really sensitive skin during her pregnancy. She's got stuff suitable for newborns and little kids too and the stuff smells amazing. I use it to cover the smell of my medical canna vape. Refills are only ÂŁ10 for washing "shampoo and conditioner", and you can get a clothes perfume. It smells DIVINE, much better than febreeze imo. Order online, it's cheaper that way and see how you go. Also I'd recommend an air purifier for your flat, good for all flats and takes away loads of smells. Can get a cheaper one from amazon and it's probably good for your newborns immune system too to keep nasties out of the air.
Oh and plants for air purifying too, you can Google which ones, maybe hanging ones only though. Babies and toddlers eat whatever they can findđ¤ŚđźđÂ

Do they seem reasonable enough to speak with? We had the same problem with ours and they didn't really realise it was going in our house and made steps to be in other parts of the garden and away from the house. It was an 80% improvement.

It is a council matter. Thatâs a very odd response that you had from them. If something burning outside your window is stopping you from breathing in fresh air In your own home then it doesnât really matter what it is that they are burning, it needs to stop if it is entering your home.
I would escalate with the council.
My council has its own section on its website specifically for dealing with nuisance smoking. But every council is different.
I also have told nextdoor to stop or move somewhere else as it's making our clothes and our home smell of it 247 in reply I got nothing back stating "they can do what they want and this is what living in flats is like" a load of bs if you ask me

If these are council flats look at your tenancy conditions to see what they say about nuisance. Frame a complaint to the council quoting relevant clauses, and be prepared to escalate your complaint up their formal complaints system.

None of this guarantees the problem goes away but at least he should draw attention he probably doesn't want.
