On one hand, its reasonable to maintain talks with the Taliban, insofar as they are the actual de facto government of Afghanistan, and that's unlikely to change in the medium term.
On the other hand, the fact that they want to talk with them only about the deportation of Afghans, while simultaneously classifying them as a terrorist group and illegitimate, is exactly the sort of hilarious thing I've come to expect from europeans leadership.

To clarify, they're talking about Afghans who's asylum application has failed and present credible safety risks. So technically they aren't refugees.

Well, if you don't recognize the Taliban, you should negotiate with the Afghan government you do recognize and see how that works.
If the actual government of Afghanistan is a couple of exiles in New York, you should talk to them. I always find this "we don't recognize you and instead talk with this puppet government" a particularly funny bit of imperialism.

That wouldn't address the problem tho. A government in exile hasn't got any power to do, well anything.
Its not ideal I know, but short of permanently detaining them permanently in Europe, I don't see what other solution is available?

They're so far the undisputed rulers of Afghanistan, that's de facto a government.
Hell, in the article itself the european comission refers to them as the de facto authorities of Afghanistan.

I mean that's kind of the point.
It's ideologically problematic for the EU to simultaneously consider the Taliban an evil terror group while also saying that it's not evil and scary enough to warrant a refugee refusing to return there.

“I can confirm that [we] have sent a letter to the de facto authorities in Afghanistan to inquire about the availability for meeting at technical level here in Brussels,” said the spokesman, declining to “enter into details” of the visit.
The meeting will focus on the deportation, or “returns”, of Afghan migrants who, the Commission said, “have no right to stay and who pose a security threat”.
