In today's market, yes.
Solid GPU. lots of memory and great SSD.
But that socket is going cost a pretty penny to do ANYTHING with. X299/LGA 2066 CPUs are stupid expensive.
If you find the performance lacking I would highly recommend considering swapping out the CPU and Motherboard with a 14th gen LGA1700 CPU before they get too old

My old monitor has died - please recommend me a new pair for a dual screen set up! I don't know the best method for choosing one monitor over the other.

Not everyone needs a 4k 300+hz OLED monitor. But if you have the budget there are some VERY nice panels on the market right now.

Looking at 1440p 200Hz 27", not against 4k but its not the goal, Price range is 'lets see the options' (partially because I don't know what a 'good' price is nowadays), I like to future proof my stuff and am willing to spend more for that.

However the "hot" new thing is sandwiching OLED panels together to improve clarity and brightness without having to burnout the individual panels. Tandem OLEDs offer crazy high brightness, super deep blacks, and crazy high refresh rates. We will be getting the first +1GHZ panels later this year, which is still blowing my mind.

Ok, so I’m not building but I’m upgrading. I have a mini itx board with only two slots for ram. I have DDR4 2x8 GB right now but I got a good deal on 2x16 GB. I plan on installing as soon as I know, is there anything I need to do on the software and/or BIOS side before or after I install new the RAM?

Nothing you need to do beforehand. After installing the new RAM, go to BIOS and enable the appropriate XMP/DOCP profile to get the RAM running at the right speed. Then boot to Windows and use something like the Memory tab of Task manager to confirm that Windows is reporting the right amount of RAM and the right frequency.

Then for a GPU you could get just about anything from the last two generations. 4060, or RX 7600 or better would be just fine. Intel's ARC GPUs can be good, but I would only recommend the B580.
Obviously better components will let you run the games better and turn on all of the fancy graphics settings. But if you were looking for 1080p@60fps minimum, those are your targets.

I am in a tropical country and my PC is in my room without air conditioning and with non-ideal ventilation. I'm observing higher than usual CPU temps recently of about 90⁰C. I would like to know if which option would help me better: Dual Tower CPU cooler or a ducting from my PC case to the window?

Same here, I'm from Sri Lanka so I know exactly what you're dealing with. Ambient temps of 30°C+ change everything compared to what most cooling guides assume.
At 90°C your CPU is already throttling so something needs to change soon. Between the two options I'd go with the dual tower cooler. Ducting can work but it's a DIY project and you're still pulling in hot outdoor air during the day anyway.
A DeepCool AK620 or Thermalright Peerless Assassin 120 SE will realistically drop your temps by 15-25°C and they're not expensive. That's the straightforward fix.
A few other things worth checking first though:
The ducting idea isn't useless but I'd treat it as a bonus on top of better cooling, not the main solution.

Ducting will help keep your room ever so slightly cooler since you are expelling the heat rather than releasing it into the ambient air.
A larger heatsink on the CPU would allow the cooler to extract more heat.

$365 is ~33% higher than its normal price just two months.
$450 is fucking highway robbery. I bought a Seagate 26TB exo for ~$300 at the beginning of April.
Prior to all of this AI nonsense, the "good" price for a HDD was around $15 per TB. Close to that was acceptable, and under was great.
You should wait, and it is only going to go up.
Unless the AI industry collapses suddenly (actually very likely), prices will not be coming down for months if not years.

Logical increments? The page doesn't get updated very often and a LOT of the suggestions are highly opinionated.
PC partpicker would give you an estimated wattage usage for all of the components you put together in a list. I would recommend using that instead.
Once you have a few PSU options picked out you could bring them here if you still can't pick between them.

Newer IPS panels are better in everyway except for displaying deep blacks.
I would be comparing their refresh rates. 180 vs 260hz is a sizable difference if you think your rig can obtain those higher frame rates

Having a huge issue with my PC; yesterday I updated the Faceit anticheat, and it told me I needed to enable SVM mode in bios. Did that, and it caused a host of issues, namely terrible perfomance, not being able to launch most programs without crashing and my second monitor not being detected. So I went back and turned it off again, however on reboot nothing changed and I still have all the above problems. Then I figured It must have been something else in the bios so I reset it to default settings, still the same. Any help would be greatly appreciated.
Specs are 5800x, 6800xt, 32gb ddr4
