They made stupid(with Kingpin and Doctor Doom crying, lmao) issue about 9/11 as a whole and Spider-Man was in the city, came to towers as soon as could. Only to be screamed at by random moron, asking why Peter didn't stopped planes from crashing (not a single idea how Spider-Man was supposed to do that)
He could've be angry for reason you said(how dare some whackjobs destroy property in his city), could've be happy(calculates how much money he'll get and launder from building new tower after cleaning debrees), could've just don't give a shit and stay at home.
But Kingpin never would be sad about some random people's deaths. Dude will blow orphange if it would give him money and power, hell, he could've blow up towers himself if it give him benefit.
The dude spends at least half the time web slinging through the city which is pretty damn close to the mobility of flying. But Parker had priorities and it was watching that Shrek movie. Can't really blame him
