Its a full pc but all i care about is the 7800x3d, 4070TiS asus proart, 64gb corsair ram, 1tb 980 pro.
Is $1100 okay for all this?

Borders on too good to be true. The RAM alone could go for $500-$600 with the GPU fetching another $400-$500.

I dont think its some high binned ram kit i saw 4800mhz on the photos but i think he doesnt know how to set expo

64GB is often slower with worse latency. If it's dual rank which is most likely the CPU will be the weak point and may struggle at 5600-6000 speed with it.

I plan on swapping in my 7600x3d and SP 32gb 6kC30 kit, repurposing the 7800x3d for my velka 3 build, selling the 64gb. Keeping the 4070tiS and then selling the pc without a gpu for whatever i can get.

1100 in the current market is one hell of a deal. Exercise caution, it does indeed sound too good to be true.
