I was at an event at Caffeine and Machine recently that Hammond and the Smallest Cog team were at and he came over and was genuinely interested in my Itasha/anime wrapped M140i. Said he loved the design and wished more cars had bright designs and people pushed the boat out more with their cars and just did more of what they thought was cool.

Some anime fans overdo their love for female anime characters. Like eating dinner with a picture of her on the laptop, having her as a body pillow, shit like that. They are known as "waifus", basically their favorite girl. Like saying "wife" with the typical "u" sound at the end of Japanized English words (orangu for instance). Those guys are looked down on, and have that "unkempt loser" stereotype put on them.
So, Hamster putting an anime chick on the car (or just driving one) makes him look like that. At least that is what the joke is.
But in all likelihood it's just because anime is more popular now. There are tons of in-ear monitors that have anime girls on the packaging for instance. Something which has nothing to do with anime whatsoever, so it's probably something like that.

That's taking it a bit far. But yeah cars with anime girl liveries are generally stereotyped to anime fans who end up becoming obsessed with the characters, particularly the women. Japanese studios tend to make the girls look beautiful to the point that the people watching them start fantasizing these girls as their wives, hence the term "waifu". These are the sort of people that could be described as "gooners" or "basement dwellers".
If you wanna know how obsessed the anime community could be with their favorite girls, just know that some people made their own sketches of these characters (or sketches of their own characters) except with oversized front and back bumpers. Either that or they fall further down the slippery slope and start watching Epstein's favorite anime genre which I will not mention here so as to spare you from even looking it up.
Luckily, not all animes have gooner and/or basement dweller fanbases. Some are relatively level-headed and do occasionally go out to touch some grass.

I think the nuance of this specific moment in car culture is just being lost on people who weren't around for it. At the time a full livery featuring an anime girl wasn't actually about anime at all, it was about JDM and tuner culture. That's why it's just as common to see kanji decals, rising suns, cherry blossoms, etc. on modified cars of that era.
The fact it's on a Porsche doesn't matter. At the time it was common on jettas, puntos, various american SUVs, bascially whatever a 20 year old could get their hands on, which included plenty of boxters and caymans for the rich boys.
This is just the car culture equivalent of wearing retro sneaker remakes.
