Ive got a Ryzen 5500 and currently have a 3050. It feels really sloppy and i dont like it, ive got a budget of $700!

I don't know why all these people are telling you to get a 9070xt. FIrst off, it's not a "budget GPU," second of all, it's way to much GPU for your CPU. The best upgrade for you would be a 9060xt 16gb or a 5060ti 16gb. Your 5500 is gonna bottleneck them about 15-30% at 1080p and around 5-12% at 1440p. So if you have a 1080p monitor you have two options to best optimize it, buy a 1440p monitor with the 9060xt or buy a 5600x for like $100 on hardwareswap and replace your 5500.
The perfectly matched GPU for a 5500 is a rx 6700. Again, check out hardwareswap to get one used.

Ive decided im gonna spend a bit more money and get a 5060ti OC 16gb and a 1440p 240hz monitor

I actually ended up deciding to get a 9070xt lol, it offers more performance for less money where im getting it so i just decided to make the big swap to amd. Purchasing it tmrw and im so freaking excited!

What is your PSU? Need to know if any of the budget needs to be allocated to that. If not 9070 XT if you are down with AMD.

Oof, for 650W PSU then best choice would be a 5060ti. If you can spare an extra $100 to upgrade the PSU to an 850W then you could grab a 9070XT and it'd be a huge leap in performance and would be very future-proof as the 9070XT is the best AMD card on the market right now.

Why? 650W is perfect for 9070 XT.
400W GPU + 100W CPU and everything else. That's 500W, only 75% of 650W. Far too many times people overspec their PSU. If you're accounting for transients, any decent PSU will handle transients just fine.

Well I see your point, but I also think you kind of refuted your own point. You said any decent PSU will handle transients just fine, but OP has a 650W 80+ bronze PSU. Is that some chinese junk? No, but its far from top of the line as well. If I was spending $700 on a brand new GPU, I wouldn't personally risk it with an 80+ bronze 650W PSU. Why risk your PC when a PSU is one of the cheapest components?
Plus multiple companies/reviewers/etc. recommended it have at least 750W (even found some resources online that recommend 850W).
OP would theoretically be fine, especially if they're not overclocking anything, but why risk it? I wouldn't do it, personally.

In that case, you can upgrade PSU for ~100 usd, and then use the remaining budget to either upgrade to a RX 9070 (non-XT) or a RTX 5070 (non-Ti). The 9070 will have more VRAM (16 GB vs 12), while the 5070 will have the Nvidia feature-set. What games you play as well as the resolution of your monitor can influence this decision.
