Poor performance in new build

Like the title says, I recently built a new pc and have been playing some games on it and have noticed odd issues even when nothing seems to show up in HWinfo and msi overlay shows low load and temps.
The build is a 5070ti, 9800x3d, Gigabyte B850, WD Black SN850X, and 32GB of DDR5 ram.
I started with elden ring since it seemed like it would be easy enough and while it seemed to struggle a bit with Ray tracing I just figured thats a ray tracing thing so I turned that off. But then every now and then the game will completely freeze for several seconds. It doesn't seem to have any pattern to it. Some areas also seem to lag a bit but the performance overlay doesnt show me dipping below 60FPS. I also noticed some pop in but didn't know if that's just the game since it's been a while since I played.
MHWilds ironically seemed to have little to no issues. Maybe some textures seemed janky in the environment but I chalked that up to DLSS and just how the game looks.
I also played No Man's Sky and that had it's own issues at various performance settings. There seemed to be a bit of stuttering and textures seemed to load or not load oddly. Like when entering a space station it would lag quite a bit and a lot of the ships that land seemed to have missing textures that would appear as i got closer, but if i look away, they would disappear again when i turned around, kind of fading in and out.
Have no clue what the issue might be or if I'm missing drivers or something? I downloaded the latest drivers foe mobo, cpu, and gpu, and windows downloaded other drivers during setup as it would.
I guess if there's anything marginally odd its that my hwinfo mentioned that at some point CPU usage hit a max of 99.6 percent and utility of 110 percent. Again, Idk if this even is out of the norm, but as far as I can tell, nothing seems to be indicating an issue.

Ok, just checking... Are you plugging your monitor into the motherboard or your actual GPU.

And you aren't showing gpu load while gaming but 100% CPU?

No, neither seem to be under any significant load. The 100 percent CPU load showed up at certain points like loading into a rocket league match which I guess is expected, but the temp spike to the 80s seemed odd. Other than that it's just been the performance issues with normal-looking metrics in HWinfo and Afterburner

Which slot in your motherboard did you install the GPU?

The top one above nvme slot.

I feel like your PC isn't using your GPU. At this point double check it's actually plugged, get MSI afterburner and watch usage for the GPU. I can show you a little example picture of a test I just did.

Also I tried comparing power draw to see if that was it. Elden ring does seem a bit low at max load around 150 watts and it fluctuates. But I tried comparing with something easier like GTAO and cranked all the settings and the power draw is around 250 watts which seems more normal and frames stay consistent around 120-144 with some dips aepund 100-110. So idk if these are game specific issues or if it's not the gpu and some other component causing issues.

I'm still getting full gpu usage in MHWilds though. If it wasn't utilizing the GPU properly, wouldn't it also affect that game? Not just some games selectively?

They said Monster Hunter Wilds ran fine. There's no way they're using the 9800x3d's iGPU. That thing's super weak.

Just a thought, maybe try disabling the iGPU on the CPU?
Wonder if it is not utilizing your 5070ti properly...
Also, as it's a new build, guessing you're up to date on mb BIOS, chipset drivers, etc.?

I tried enabling the osd for both the 5070ti and on board GPU and it seems to just be utilizing the 5070ti, so I don't think it's that. I checked the display settings and the adapter is listed as the 5070ti too so it's not drawing from the onboard right?

I'd also recommend a firm reseat, and same for the power cables and double sure the monitor is in the GPU. If still all that, we may need to call management
