I have a RX 6700 XT, wanting to upgrade from my R5 2600X. Looking to upgrade my cpu, should I get 5950X or a set of a new motherboard, 16GB 5200Mhz ram, and 7600X? I'm looking to play valorant with 200 fps minimum and current and upcoming triple A games with a stable 60 fps on the highest setting if possible.

Don't need a 16-core 5950X for Valorant, or gaming in general. No point in getting that over like a 5700X. If you can find a 5500X3D or 5800X3D, they would be better. A 5000X3D would perform similar to a 7600X without needing new RAM.

Unfortunately, all the 5000X3D are all sought after and either noone is selling it or its marked way up high in my area. My options would be the 5950X or 5700X. I do a have a set budget so I would love to spend all of it, what would you do with the rest of the money by buying the 5700X?

Are there up-to-date community pre-selected parts for various price points?
I looked at the sidebar link to Logical Increments, but it is 3 months out of date nearly.
My friend has $2k he can spend on a computer + monitor + keyboard + mouse, but I don't know what is good.

Yup, the pinned post in r/buildapcforme, this is the current one. You might be asking, "this was posted 7 months ago, that's even older than Logical Increments, what gives?" The answer to that is that the lists leverage PCPP's parametric selection / parametric filters, so they're self-updating and don't really change significantly unless there are major hardware releases. Not even RAMpocalypse has really affected the lists in and of themselves, you just need to click on one of the budgets that's lower than what you actually have (e.g. your friend has $2K, so click on a ~$1.4K list)

Why do some people decide to get an RTX 5050, RTX 5060, or an RTX 5060 Ti 8GB GPU despite being limited to PCIe 3.0?

Bandwidth limitations for the x8 lane cards on older generation sockets are minimal, 2 - 10% tops.
But if you don't have a system capable of running them at their full speed, how are you supposed to know you're missing a couple of percent from your top FPS anyways?
Whatever it is you are replacing certainly was running worse, so to most people; its still an upgrade.

I looked up some tests? People have been testing PCIe generation bandwidth limits since at least RTX 30 series cards.
Top results were 2-5%< 4-10%, ~7%

You can safely ignore the ones which don't include any GPUs that have 8GB or less VRAM. GPUs with 10 GB or more of VRAM don't have any major issues with PCIe bandwidth limitations at the time of writing this comment because they either have access to all 16 PCIe lanes, have enough VRAM to avoid accessing system RAM too often, or both.
For the ones that include GPUs with 8GB or less VRAM, I suggest checking the games they are tested with before making any conclusions. 8 GB of VRAM is good enough for older and/or indie games, but newer AAA games (especially those that run on Unreal Engine 5 or require a GPU that supports ray tracing to begin with) will use quite a lot of VRAM even at 1080p. Being stuck with a PCI-Express 5.0 x8 interface and having a motherboard that's stuck with an older PCI-Express interface (PCIe 4.0 and below) makes the situation even worse.

Yes, you are lowering the bandwidth so the maximum random IOPS will be lower. But that wouldn't matter in normal situations like gaming, where you're never hitting the drive that hard, only in benchmark results or some other super heavy parallel use cases.

Sorry I should have been clearer, this is already my build as I recently bought a RAM+Mobo+CPU kit and I had to change the PSU cause new Mobo needed more CPU power (8+4 pin instead of 4+4)
I'm only looking for feedback because I was too dumb to ask before buying, also I'm in France and looking to play 1440p 180 fps games like Cyberpunk, Witcher 3, Elden Ring...

Your build will work but your CPU upgrading options without changing the motherboard will be limited in the future due to your chosen motherboard having low-quality VRMs. Besides, you could've gotten away with a cheaper CPU cooler as well if you have a motherboard that has better VRMs since those motherboards are capable of ensuring CPU temperatures won't go too high to begin with.

Cooler was gotten on sale some time ago so it feels okay to me but I'll definitely keep what you said about VRMs in mind for m'y next Mobo purchase thanks a lot
