No one is going to be able to help you with this.. you are describing a noise that could be 30 different things. Post a video and give more information about the car like the make, model, milage, and year for anyone to give you an educated guess.. Did this just start happening.. did it suddenly happen after you hit a curb..? We need more info

Probably the seat covers or fuel pump.

Did you check your whoosh regulater? Usually located next to the headlight fuel can.
Million things it could be according to the description from loose under body, fender liner, suspension. But can't see that as a tire sound.
