With the current state on Windows-on-ARM, most "normal" users won't see the difference. Gamers and pro's are the minority.
I won't buy Qualcomm until it will be supported on Linux, and let's see what will Nvidia deliver.

Has it gotten that much better? Because at launch, there was a lot of broken functionality with WoA for the Snapdragon laptops. Lack of drivers for external devices being one of the big issues.

I don't think there will be a clearly delineated win state.
We'll likely have x86 and Arm chips side-by-side for many years to come.
