China Clamps Down on Overseas Travel for AI Talent at Alibaba, DeepSeek

Big, if true. Doesn't bode well for research / OS models out of China.
MaleficentAbrocoma46@reddit
I think this is also a protective measure, as there are reports that the US plans to lure Deepseek’s technical staff into a trap overseas.
ViRROOO@reddit
Oh no! I’m trapped making too much money. More money than all the generations before me combined! Nooo!
Arcosim@reddit
Tell that to the US literally jailing any retired military pilot going as an instructor to China. Rules for thee but not for me.
ViRROOO@reddit
Oh no! I provided defense services without a US license, now I violated AECA and now I’m going to jail!!!
What a stupid take. One is a literal law in vigor since world war 2, the other case is holding talent from making a job decision that is not covered by any law (yet)
Due-Memory-6957@reddit
And what you're seeing here is the law in China lol. Very silly of you to make that argument.
ViRROOO@reddit
So.. you are saying that China will lock those people in? What do you even mean? Or you are trying to say that they are saving those researchers from the evil americans that will trap them with a castle of money that they wont be able to leave? lol
Really, what are you trying to say with your comment? If China decided to expand their Article 12(5) (citizens who may endanger national security or interests) Exit and Entry Administration Law, how does this compares to the alleged American pilots who got jailed for committing a crime?
Due-Memory-6957@reddit
You're saying it's alright when the US does it because it's the law of the US. By that same token, it's alright when China does it because it's the law of China.
svachalek@reddit
You’re expecting China to make a law about AI during World War 2?
ViRROOO@reddit
No, I said that the US Defense export is highly regulated (read AECA) and its in vigor for a long time, meaning that the military people that made this conscious decision of violating it, knew they could end up and jail and decided to take the money anyway.
Then I said "the other case is holding talent from making a job decision that is not covered by any law" meaning that China does not have a new or old law in vigor that prevents talent to make a job decision on the AI research/development field. (And I doubt they will ever do, since they benefit from people working at top US firms then coming back with more knowledge.)
So its not a case of "Rules for thee but not for me", its a obvious case of one person committing a crime (in this case the alleged military pilots) and the other is a person not committing any crime nor violating regulations and just making a job decision until China decides to impose a new law or regulation on the topic.
Also, this might help: https://en.wikipedia.org/wiki/Reading_comprehension
One-Employment3759@reddit
How can you make money while in DHS concentration camp?
eposnix@reddit
By 'trap' do you mean a job that could make someone generationally wealthy? Oh no!
tengo_harambe@reddit
The US has a history of prosecuting Chinese scientists over nebulous espionage charges
shaneucf@reddit
Or a bullet.. given how US can invade countries and arrest people regardless of international laws.

Aristocracy is a mental illness
soshulmedia@reddit
Of whom, though? Those who are the aristocrats, or those who idolize them?
thread-e-printing@reddit
It is a general illness. Both must be infected for the vector to reproduce

people from america & the west, notice that this is how china normally behaves
deniers of this reality, with a childlike idealistic flawed worldview, think we can just be friends with everyone on this planet, including countries like china, as if we are all still in kindergarten
they ask, "why cant we just get along?"
we cant get along bc life is competition, both on an individual level & national level
always be mindful of this harsh reality of geopolics & never trust other countries like china & russia who see you as an enemy & are hostile to america & the west
soshulmedia@reddit
Trusting your own gov is (at best) a childlike idealistic flawed worldview as well.
New_Zone5490@reddit
no government in the world can be trusted
but governments of countries like china are less trustworthy than those of the west
graypasser@reddit
I somehow feels US is least trustworthy government of all, probably something to do with ridiculous amount of conspiracies being revealed, doesn't mean other countries are hiding something similar, but it's normal to assume "if there is something visible, more of them is lurking in darkness" in my opinion..
New_Zone5490@reddit
context matters here. why does this need to be explained?
by "trust", i mean trust them not to deliberately attempt to inflict economic, military or humanitarian harm against you, your neighbors, your society
countries hostile to your country & hold grudge against your country are more likely to attempt these things than your own
i agree that the american government cant be trusted in a lot of aspects
j0j0n4th4n@reddit
As someone from South America I can guarantee you that by your own metric for "trustworthness" of a country, it would put the USA in a position a million times worse than China to us.
New_Zone5490@reddit
so you are from the wrong country
get off reddit if you are so anti america, reddit is an american platform
dark-light92@reddit
Have you seen any news since Trump became president?
New_Zone5490@reddit
i get what youre saying
but once hes gone & a sane, more traditional republican president or a democrat president replaces trump, america will no longer be the threat that it currently has become. i hope, at least
china on the other hand, is a full blown dictatorship that has continuously posed a long term threat for far longer & continue to pose a long term threat
graypasser@reddit
Being honest, It is quite hard to have such a trust for west nowadays.
Hell, you may say something like "your own company can be lot more harmful because they have direct power over you", it just "depends on context" and not something that can be as simple.
New_Zone5490@reddit
"context" as in technological, economic & military competition between countries,
not just any context
what reddit page do you think we are on? what's the title of this post? what's the article about?
you have very low reading comprehension skills. i'm done talking to you. bye
graypasser@reddit
Oh well, seeing someone thinking they are rationale while being completely irrational is quite exhausting, but you do you I guess.
pirateadventurespice@reddit
You do realize that people with high level security clearance in the US have to have their travel approved in a similar method to this, right?
Like, you get that "the west" does this as well and has for decades?
Don't bother telling me it's not the same. My spouse has a clearance level so that all their travel must be approved just like this; so, I literally know his through my lived experience. I'm guessing you fucking don't, you xenophobic fuckwit.
Due-Memory-6957@reddit
Maybe to the people of the West. As China has never orchestrated a coup my country nor trained the torturers of the following dictatorship to become even better at torture, I trust China far more.
New_Zone5490@reddit
ok you are from a wrong country. blocked
soshulmedia@reddit
The west seem to have the unfortunate goal (sometimes even stated) to "become like China".
I think trustworthy should not be applied to gov, wherever you reside on this planet.
New_Zone5490@reddit
government trustworthiness exists on a spectrum not as a binary
soshulmedia@reddit
Snake trustworthiness exists on a spectrum not as a binary
New_Zone5490@reddit
your own government can at least be trusted to not steal your nations valuable tech, reward thieves of intellectual property, or sabotage your nations economy, or in more extreme cases, even attack you with weapons of mass destruction
a country that is hostile to country & hold grudge against your country is more likely to attempt these things to you than your own government is
stop playing silly games of rhetoric
One-Employment3759@reddit
I trust them more than country with dementia patient in charge.
Due-Memory-6957@reddit
You do know the US also limits the travel of their own VIPs, right?
New_Zone5490@reddit
not ai talents
graypasser@reddit
Never trust any government, be it china or US doesn't matter.
thread-e-printing@reddit
Nah, "competition" is just something a bunch of Mediterranean pedos made up 2500-2000 years ago to validate a society based on war. All games are stupid and all prizes are stolen. Writing it in lower case in sermonistic tones doesn't make the West's nationalistic cosmos interesting or valid.
New_Zone5490@reddit
be quiet, chinabot
YMRTZ@reddit
Most countries have travel restrictions for individuals working in sensitive fields...some guy with US Top Secret security clearance can't just travel to China on a whim either. I don't know why this is being hyped up so much.
Stunning_Mast2001@reddit
Because I’ve never heard of this being applied to a private sector government researcher
j0j0n4th4n@reddit
Is almost like China is a socialist country, right?
Stunning_Mast2001@reddit
They’re state capitalist
One-Employment3759@reddit
Ate you a private sector researcher with top secret clearance? Then why would hear anything
Stunning_Mast2001@reddit
Because I’ve been to many ai conferences with top global researchers and this has never been a thing before
FullstackSensei@reddit
BobsView@reddit
because "china is bad" is mainstream narrative based on ignorance of most people
Hanthunius@reddit
The insane mental gymnastics of the Chinese thinking the government is "protecting" the scientists is mind blowing.
FullstackSensei@reddit
You think the US or any other power with any sort of advanced tech doesn't have similar restrictions on their scientists?
MmmmMorphine@reddit
I suppose I could be badly mistaken about this, but to my knowledge they can have some restrictions but they're usually pretty minimal (e.g. Certain DoE-adjacent employees have to report travel) but it's rarely analogous to soviet style exit visas in either breadth or extent.
This seems a pretty major change in how China approaches this sort of thing, going after a much wider range of people and in the private sector.
It's kind of a no brainer to have keep some degree of control over the people who maintain and build your nuclear weapons and similar areas especially when they're government employees.
This seems like a significant expansion on China's part. Though again things may have changed quite a bit since my dad was in some way attached to that sort of thing.
Still, I wouldn't want this treated as an either or proposition. Just cause China does it, doesn't make it any more moral for the USA (or any other country) except in very carefully circumscribed circumstances
RealPjotr@reddit
Protecting? This is to stop them from being poached.
One-Employment3759@reddit
Well if they go to USA, DHS will put them in concentration camp. So both are true
AWSLife@reddit
You mean being paid what they are worth instead of being kept in a market that under pays them.

Aaaand happens right after TikTok was allowed in US…. I think we are doing this to ourselves at this point
pirateadventurespice@reddit
Despite the weirdos here pretending otherwise, this is pretty standard practice for most governments for a very long time. If you are an incredibly high level worker in a field viewed as of national significance, your travel becomes constricted.
I'm not defending it at all; but, it's not a novel concept. What is interesting is that China seems to be viewing AI workers in that category, not that that category exists.
kaggleqrdl@reddit (OP)
Nobody does for AI except China. US does it for nuclear/military, but not certainly not AI. Taiwan has an issue with people going to China. Russia does whatever Russia does. Beyond that - who are you talking about?
pirateadventurespice@reddit
I'm literally saying that what's interesting here is that China is doing it for AI. I believe they are the first/only nation to be doing so. We are in agreement.
People in the comments are acting like travel restrictions on high level assets in the private sector are an unheard of practice. They're not. As you note, the US does it for various areas (as do many other countries). This is interesting and unique because it's for AI.
I wouldn't be shocked if we see other nations follow suit.

I like what China is doing on green energy. But this is lame. Other countries, of course, also do lame things.
But two wrongs do not make a right.

You're getting downvoted for posing Western boomer propaganda as if it were fact, and not well debunked hysteria. If you're going to stand up for the Roman order, you need to find and add its body count.
June1994@reddit
You’re correct, but you were also trying to be clever. Just stick to the point next time.
Also, the event you allude to happened in the last millennium.

Due-Memory-6957@reddit
I think nazi Germany takes it because they were just killing everyone without a care

No, but we did have the best scientists to figure out how to kill as many people as possible, as quickly and efficiently as possible. It’s a different award category tho

thread-e-printing@reddit
Good idea, actually. You've seen what the slaver world has done to Iranian scientists over the past 20 years.
Due-Memory-6957@reddit
On the opposite, this bode well for research/OS models out of China, otherwise they would be getting poached.
