Those are slow as hell.
The official Soviet style belt loading machines are quite interesting and much, much faster (especially with energy drink fueled 19 yo conscripts).

From what I can tell from the video, these are basically one off creations by individual units (read: bubba), hence the lack of any standardization or performance. You can see how they show off a different unit's machine with a different operating mechanism.
TLDR: bubbas got tired of hand-loading belts and decided to macgiver it instead of asking command for a proper belt loader.
