I have a half a year to get my husband a better desktop by Christmas PLEASE HELP

My husband has had his desktop for years. It is running so slow. That thing reboots itself multiple times a day even in the middle of doing something. Seeings how we live in the united states and have about 6 months till Christmas. My budget is around $1000. -1300. He uses it to store his pics, download podcasts i know i know i know he down load them to a jump drive yes you read that right! I have tried to get this man to listen to podcasts like everyone, but he likes his routine he is a truck driver. He gets up has his cup of coffee downloads his podcast to his jump drive while in the shower. I just want to make it a bit faster. With lots of terabytes.

For a desktop PC you can get a lot for that money. Since you don't describe gaming you can put more money into features other than a bleeding edge graphics card. I do photography and 3D printing. I have an AMD RX6600 which is low end for gaming but drives both of my monitors and the software I need it to. I have a Ryzen 7 processor and 32Gb of memory. Are you building it yourself or looking to get something prebuilt? Any other requirements or preferences?
I used to download my podcasts and transfer them to an MP3 player for the car. Now I use Pocket Casts on my phone. It was a $4 purchase a few years back and the license transfers when I get a new phone.

He just uses it for regular stuff. Paying bills storing pics, listening to music. He doesn’t use it to game. He has had the other one for years it’s so slow. He did put some external storage on it but that full. He has thinned it out some but it’s still running slow.

Get more storage, and make sure everything is properly backed up (as in multiple copies, not all connected at once to the computer).

One of the biggest causes of a slow PC (other than very outdated hardware) is software bloatware. Even a brand new PC can become slow if you have a bunch of bloatware, viruses, etc.
Do you know how old your current PC is? If it is not very old then you might have a software issue. I had a computer with an i7 4790k that came out 12 years ago and it was still running very fast and playing a lot of modern games just fine.
Also, if he doesn't play games or do hardware intensive work (programming, engineering, autocad, CUDA), then 1k-1.3k is overkill. You can get a decent computer or laptop that fits your uses half that price.

From your post it sounds like faster hardware and lots of storage are the top priorities. To give a solid recommendation, could you provide more information on how he uses his PC, or what he would like to use his PC for but has trouble with currently? Does he want to play any games? Is upgradeability desirable? Would he appreciate having a small form factor PC he could take with him on the road or use in his truck? Are there any peripherals he needs or would appreciate an upgrade to (eg. mouse, keyboard, monitor, speakers, headphones, etc).

He currently uses it to pay bills, download podcast, store pictures, listen to music and he does have headphones connected. He does serve the web. He currently has Lenovo with external drive that is also max out

Is he a long haul or a short haul driver?
If a long haul, then maybe a laptop would suit him better than a new desktop.

if he’s only using it for basic computer tasks (downloading photos, office software, web browsing, etc) and not doing any like. intense gaming. then an off the shelf basic pc would be fine
