AM4 or AM5? 7500F with 9060 XT 16GB vs 5600 with RTX 5070 12GB - same total price

Hi all, I am facing a dilemma for building a gaming PC for my other half. I have a 4K 60Hz monitor. I am fully aware, that neither of these setups will not run new AAA games with high details, so I am 100% fine with using upscalers and/or frame generation.
My budget allows for two completely different paths:
- AM5 with Ryzen 5 7500F and RX 9060 XT 16GB
- AM4 with Ryzen 5 5600 and RTX 5070 12GB
On the plus side of AM5, the MOBO has a 2.5G ethernet port (I have 2Gbit connection), but it can be resolved with a 100PLN (~20$) PCIe network card.
Currently I am using a not-so-new gaming laptop Lenovo Legion 15ARH05 (Ryzen 4600H, NVidia 1650) and for only Deep Rock Galactic, it is, well, usable.
But for different games, like Forza Horizon 6, Baldurs Gate 3, Clair Obscure 33, it's really not a pleasant experience.
So questions: - what are the main benefits and trade-offs of each setup? - which option would you choose for 4K 60Hz (with upscalers?) - how long can I expect each system to "live" before an upgrade (and what upgrade would it need?)
Below are the systems (The prices are actually in PLN, not USD :) )

difficult. With AM5 you'd have a slight upgrade path for coming AM6 CPUs, and AM4 is basically EOL. RX 9060 XT is not the best for 4k, 5070 is better there but the 12GB could hurt in the long run. How much is a RX 9070 16GB in your region? if it's about the same as the 5070, I'd take this and go the AM4 route.

RX 9070 16GB costs 2599 PLN vs 2299 PLN (about 80 USD more expensive) for RTX 5070, so I think I could save some money and go this way
