Depends on what you mean by "best", I'd personally look at that from a price / performance / compatibility point of view and recommend the below:

AIO: ARCTIC Liquid Freezer III

Price to performance, the Thermalright Phantom Spirit 120 is one of the best, using it across two CPUs, Ryzen 7800x3d and 7500x3d, temps never get above 75c.
