What's a Quiet CPU Cooler?

So im looking for a quiet cpu cooler, I dont know if all AIOs are pretty loud or make some kind of noise so is a air one better and which one is good?

Sudokoo SK700V is extremely quiet, especially for only having one fan. The Phantom Spirit 120 always seemed noisy to me by comparison, even after adjusting the fan curve. I run the SK700 at higher RPM to keep it under 50c, but it’s still silent.

I am rocking the NH-D15 personally on my 5900x and the only thing I can here is my 3080ti, and even that is not bad in a BeQuiet! case

I got a Peerless Assassin after giving my Be Quiet (Pure Rock something) one away to a friend who prefers his PC to be as quiet as possible and they are both pretty good but anything Be Quiet is literally quieter than the Thermalright ones.
I mean, it’s kinda in the name lol
But you also pay nearly double the price.

I have a Thermalight Peerless Assassin 120 SE and it's super quiet and it keeps my shit super cool. You probably want another AIO, though. Had to mention mine.

Another thing to consider is fan curve, if you have you fans going aggressively to 100% when your system is under load vs for example 80% there is a huge delta in how noisy a system is.
That’s why it’s often god to get a cooler that exceeds the needs of your cpu (within reason of course), so you can get away with gentler fan curve and in turn get a much quieter system. I do this with a Thermalright Peerless Assassin 120 mini in my mini itx build and it’s pretty much whisper quiet and ice cold even under the heaviest of loads. I should also note I use a moderate undervolt and TJmax on my chip to keep it cooler still while it still runs at full expected performance.

It's all about fans
You can have Noctua fans on a cheap Peerless Assassin and you will have zero noise
The issue with cheap AIO and cheap tower coolers are that they use really shit fans that buzz or hums at certain RPM or resonates with one another.
The end game is NH-U15 G2, but unless you are cooling 200W+ then a Peerless Assassin with a single aftermarket NF-A12x25 G2 will do

You can adjust the fan curve. The larger cooler you het, the less fan speed is enough for the same performance. I have a 360 aio for 9950x3D i keep it at minimum level, which basically silent. I mainly do gaming, so its perfect this way. Also you need a case with good airflow. Mine has a 200mm fan at the top. So its directly pulling out heat where its naturally want to go.

Thermalright AXP120-67 is both a great cooler and quieter from benchmarks I saw. My Noctua NH-U9S has been quiet and cooling too. But it’s bigger height so depends how much clearance your case has.

I had a corsair icue titan for a bit that was very silent. When the fans sped up for gaming, they weren't obnoxious. Had to downsize to move to a smaller case. Air cooling - Phantom Spirit is very quiet as well, and super cheap so you can buy Noctua fans or Phantek T30s to make it even quieter for less than the cost of a noctua cooler.
