All older A320 family aircraft came with wingtip fences. Sometime after 2010 the sharklets became standard on all deliveries.

It wasn’t standard. It was optional on CEOs after that. US Airways notably didn’t take them with sharklets

We have (or had, not sure now) some A320 with the wingtip fences. The newer deliveries all have the blended sharklets (on the A321). In my first airline, 1 of the A319 had the Sharklets, the other and the 3 A320 had the older fences, so it would have been around 2009/2010 (the one with sharklets was about 3 years old when we got it).
The difference in fuel is about 1-2%, but over the course of the 12 years we may keep the aircraft it adds up to a lot of money. The longer the flight, the more efficient they become.

A very few A319's have sharklets instead of wing fences, some AA and Avianca craft have them and several ACJs.

What you see on the A319 is called a wing fence, all Airbus A320 family had them (except A320-100) as standard prior to mid 2010s when they introduced the winglets
