In a way, they already do.
Almost every American gun range uses NRA insurance. Many ranges won't let you shoot unless you're an NRA member because their insurance package requires it.
If you really want to destroy the NRA, create competing insurance policies for gun ranges, gun trainers, etc.

I must have gotten lucky as all the ranges around me and all the ones I went to in my previous place of residence did not require an NRA membership to shoot there. I wonder if popularity is waining since the NRA is falling out of popularity for being a terrible organization.

It's the tourist angle.
They want people who come to visit DC to drive out to Fairfax, see the "National Firearms Museum" in the NRA headquarters building, and pay to shoot some historic guns at the range.
