As a Greek from Crete specifically though not overly annoyed why do it in town like there are sooooooo many places that are better at the beach on the mountain anywhere other then on the streets it's either gonna get washed away into the sewers cause a granny wants to clean her balcony or sweeped with the other trash on the street and thrown in the bin. Also this is mainly just weird

I kinda get what you're saying but respect isn't the word you're looking for. Those people probably had some nice memories there which is very nice for them, but going to a foreign country's and start spraying the ashes of a dead person like you are in your own backward show the total disregard they have for the country, the place and its people. I mean would you mind if someone paid respect to your country by spraying ones ashes on your front door to honor their very good memories they had in your city?

It's not that hard to get permission to correctly dispose of a loved one's ashes. A friend's husband wanted to scatter her ashes in Cyprus and spoke to the authorities, they guided him on where and how to do it. No harm, no offence and her memory was honoured.

Are human ashes really any different from regular ash or gravel in any practical sense? They’re not hazardous or anything so why do people get so upset about scattering them in public?

You know the answer. It's not any that diffrent, BUT the sentiment is diffrent here since is human remains.
In a natural park I worked years ago, we allowed human remains scattering but we had/have specific rules. It's must be on designated place allowed by the park only. It's must be very early morning when no other visitors is still in the park (people can get emotional and they may not like get cloud of dust of someone remains on him/her or breath of that same dust if windy). And it must be scattered quickly and no extra ceremony so to keep the natural park as natural. Also the place was off the path so no one is stepping on the ashes.
This wamen is the video for me is more of self show off than actually respects her husband remaining. People behind her a first to step, breath and got dust and be part of her ritual. 🤧
