DDR4... And based off the datasheets, it's not even high speed or tight timings...

It says in the title that it's for automotive and defense. Because believe it or not, your Toyota Camry and the Air Force's helicopters also need memory.

Most advanced, DDR4.
If the market weren't crazy that might actually be a joke.

Sometimes the older designs are better for some applications. Sometimes new standards do things like sacrifice efficiency/power you want for performance that your application doesn’t need.
Imagine an automotive design that only needs 200MHz ram but has thermal dissipation limits. But even underclocked the ddr5 has 2x quiescent over ddr3.

The key is the last statement “automotive and defense.” The Manassas fab has filled an important niche for Micron for quite a while: serving those markets with bulletproof, super high yield, mature nodes at stricter quality standards for especially high margins. This is just more newsworthy in light of the current memory landscape, but overall still maintaining the status quo within Micron strategy IMO.

12 years old. In an other thread someone was complaining that now China can make "just" DDR5, by CXMT which is a full Chinese maker.

Every little bit helps, but this isn't a big fab nor is it leadibg edge. When is the Boise expansion going to start up?
