Meh even here in nyc we've seen NG patrolling with assault rifles at airports, subways, etc. And NYPD hercules teams used to be regularly seen throughout the city as show of force.
Presumably there b/c of insurgent/terrorist threat from JNIM, which has recently done range of attacks in neighboring mali including the international airport in bamako.
The point is, these weapons are not intended for general civilian law enforcement (let alone crowd control). It is a response to terror threats. In NYC, that meant hercules teams with a squad of guys in tactical armor & assault rifles. In togo, apparently you need a little more boom-boom for the terrorist threat.
