Best Bike for Semidisabled Spouse

I am fine physically, but my husband has a hard time walking and can only pedal an e-bike moderately. I want to find one that’s reasonably priced, has enough power that he doesn’t have to pedal at all if he doesn’t want to and will allow me to still have a more physical ride for myself. Any thoughts?

I was also going to suggest a trike. I have a Puckipuppy Rotweiller, which is a little more off-roadish, but it's great. The ability to easily stop & start in traffic, and a dedicated Reverse function are life changing features. Plus with the addition of a Gregory Mountain 50L Alpaca box, it's functionally as good as a car trunk.
I just did a morning trail ride with it, then stopped at Safeway, and got some groceries. Every time I ride it I can't believe how much fun it is too. I'm around 85 miles on it, and have gotten pretty good at getting it up on two wheels. It's lots of fun to tinker with too. I did some rear basket upgrades, and am going to rearrange the stuff on the front handlebars today!

Can he get his feet down to the ground quickly if he has to stop quick? Does he have hip mobility to swing a leg over the top tube?

bosch, shimano and yamaha mid drive powered ebikes won't have throttle, so that eliminates majority of quality ebikes.
look for bafang powered mid drive ebikes or something like specialized globe haul that can have throttle installed by a bike shop. that way the bike will be easy to service and have parts readily available. motobecane has a few bafang powered ebikes, might want to look into those.

What is your budget? Lectric Xpress 2 just went on preorder. Aventon Level 4. Velotric Summit and Velotric Discover 3 are all good choices that have plenty of power. I would definitely get a bike with a thumb throttle.

A e-trike might be a good option

You would have to define reasonably priced, but I would just go to your nearest bike shop and look through what they have. That would prevent you from buying something you aren’t able to work on if something breaks
