Read about the 2000 camp David negotiation. The Palestinians refused to sign an agreement and went off to launch the second intifada which was a death blow to the peace movement in Israel.

Hamas existed before way before netanyahu rose to power.

Nobody is denying Palestinian agency. Hamas winning in 2006 happened after years of failed negotiations, expanding settlements, military occupation, economic hardship, and the collapse of trust after the Second Intifada. Israeli governments, especially under netanyahu, also actively undermined moderate Palestinian leadership and weakened the Palestinian Authority while allowing Hamas to grow as a counterweight to Palestinian statehood. Palestinians made their own choices but those choices didn’t happen in a vacuum.
