Pc with brand new Ps, CPU and Mainboard wont turn on, but the PS does click...

PS clicks around 1/s and every time i hear the click all the fans slow down.
That only counts for the fans of the PS, CPU and Case.
The GPU fans seem to try but they dont even get to do a full rotation before they stop again, so they just stutter around with the same rythm.
I already checked if its a capacity issue by unplugging the extra fans but it didnt do anything and the GPU worked up until yesterday with a weaker PS.
I have no idea why the clicking noise happens but whatever it is, its probably the issue.
I read online it might be a short circuit thing but i cant see where that would happen since all the cables are brand new, including the Case itself...
Any idea of what i could try?

Any reuse of old cables? Do you have all your motherboard standoffs? The typical troubleshoot for this is to break it down to a bare min bench test

No all cables are brand new. Either they where included in the Case, the PS or the mainboard, all of wich are new components.
The exact pieces are:
PS - MAG A650 GL (650W 80+Gold)
Mainboard - Gigabyte B550m Gaming X
CPU - AMD Ryzen7 5800x (am4 socket)
GPU - AMD Radeon 6650xt (8gb)
Ram - 48GB DDR4 (2x8 + 2x16)
Casing - Musetex ATX (6fans connect over 2 connections to the Board)

I'd troubleshoot it with a bench test. It would be very important to find if it boots with minimal components.

Issue is, GPU is nessecary as my CPU does not support integrated graphics so i still wouldnt get anything on tha screen

Motherboard, cpu, cpu cooler, single stick of ram, power cables to mobo/cpu
If it doesn't boot then you might have a short on a standoff or are needing to replace a faulty component/cable. I'd be double checking the correct cables are being used too, like an EPS cable wasn't forced into a PCIe slot.

Well, i did as you said.
I am not sure how i am supposed to know if it actually boots without screen or Harddrive but judging by the clicking noise and the fan movement: Nothin changed

If you are still seeing the same symptoms then you have reduced the problem to the remaining components. A single misplaced standoff can cause this, mentioned already, but if you feel good about it then I prefer to "rent" components from nearby stores i.e. Best Buy that have a return policy, that way you can swap things and return them if it wasn't the issue, then RMA the faulty piece.

I mean, i already knew the clicking was coming from the PSU and i still havent been convinced thats its normal.
So i would assume its that, but i cant use my old PSU to test it becuase it doesnt have the correct pins for the CPU connector (old one used a 4pin, new one got an 8pin).
I guess my best chance is to get it to a service store where they can check it through

Clicking from the PSU can indicate a short. Something is repeatedly tripping protections.

The nzxt article reminded me to turn off any eco modes on the back of the PSU (if there is one) so that the fans will actually spin if the PSU turns on

Interesting. So did the thing with the 2 pins in the ATX cable bridged and it turned on and DIDN'T stutter.
So this means the issue is somewhere on the mainboard right? If so, how do i find it?

It could be your standoffs (or lack of) causing a short against the case or simple as a cable not fully secured (even a SATA cable can cause this so that's why we bench with everything unplugged)

I have it benched rn. There is no Case, no GPU, almost no Ram and no Harddrives.
Just a CPU with ist Cooler, the Mainboard and the PSU.
Essentially i only got 3 cables rn. Atx 24 pin from PSU to MB, Atx 12V from PSU to mainboard (i assume thats the one for CPU becuase there is nothing labled as CPU otherwise) and the Fan on the CPU connected to MB

Oh good! I would bet either the board or a cable, kinda leaning more towards it being the board since it's new and unproven too. At least if it's not that it basically has to be a cable

I removed the CPU and CPU fan cables and ind stutters. Since i used the main ATX cable to do the Paperclip test, that leaves really just the mainboard as an option...

I prefer to do the "renting" thing from earlier so you don't have to wait on returns if you can, just don't let any sales reps know you're buying it to test and plan on returning it

I would have to figure out where i could do that. Best buy doesnt exist anywhere near me (Germany btw) and i never tried that.
The thing is, if i know my mainboard is the problem already why would i wanna "rent" one? I mean the PSU is fine, the Cable is fine, things only go bad as soon as i attach the board.
Unless ofcourse there is a chance that i can fix it? But idk know how, my friends dont know how, so if reddit cant help me i have to either get a new one or let a proffessional look at it in a tech shop.
That kinda stuff does exist in my town so i could try that

The clicking noise is probably a relay, it's normal, although older PSU didn't have that sound, that's why you're hearing it now. I had similar issue, leaving it turned on for 15 minutes or so fixed it.

That's what fixed it for me. Although I'm pretty sure it was the motherboard trying to figure out how to use the 9800X3D CPU I installed. If that won't help there's always the standard "disconnect anything except essentials, connect one by one and test" routine.

I don't remember unfortunetely, I was in the middle of searching for a good service workshop to drop of my PC for diagnostics, when I saw a message on screen saying there's a new CPU intalled. I think it was 15-30 minutes after I turned it on.
