for context Im looking to do a small upgrade to my gpu since Im on a 4060 right now and saw this listing the seller says the gpu spins to life but there’s no video output, I feel like this could be a really good deal if I get it fixed https://www.ebay.ca/itm/267538256725

Just because the fan on GPU gets power doesn't mean the GPU is still working. You got about a 50/50 chance it's bad GPU or the OS/drivers shit the bed and they didn't know how to fix it.
They specifically saying it's broken and for parts I would not bother.

Yeah I agree. I looked at the ebay link while typing that. I only left it in because I have bought used computers before where they thought their card died but it was just bad/old drivers on new OS.

Expensive for what it is! I’d try to get them to 200 if possible. Working 3080s sell for 300-400usd here, 3080ti 400-500

this is some kind of electronic shop I guess. if they couldn't repair you then you won't be able either, unless you have great repair skills. you wouldn't ask about this on Reddit if you had, so I'd say not worth it.
