Which part of the UK are you from? There isn’t really a traditional British cultural outfit as such, as Britain only became a unified county in 1707, but there are lots of local ones. You could choose from tartan and kilts in Scotland, the fish wife bonnet and shawl in Cornwall, Gwisg Gymreig draddodiadol aka the Welsh Lady dress in Wales to give just a couple of ideas or do some research into the traditional dress of your region.

There’s a history of Morris dancing distinct to Cheshire and Lancashire called the North West Morris. The dancers would wear flowered hats and clogs: https://themorrisring.org/about-morris/north-west-morris-lancashire-and-cheshire
There’s also a long history of silk weaving in Cheshire, particularly the production of silk buttons from the 1600s onwards.

This was always the issue when we had Eisteddfodau in school: there is a Welsh national costume for women but not men. So the boys would come in either wearing a Welsh rugby jersey, or as a coal miner. So I think either coal miner, punk, raver, or Paddington Bear.

Plenty of football and my wife used to play rugby (and is from leeds) so she has tons of kits but he is adamant he does't want to wear those unfortunately

British culture is an amalgamation of the cultures which make up the nation - including those who immigrated here, were invited, were colonised, invaded, were merged, absorbed or adopted or just stolen from other countries.
Even national characteristics are largely too broad - the UK is not the only country with a love of animals and fair play or even the only one which likes tea and queing.
So the basketball costume - which you're stuck with, knowing 8 year olds - is valid. You can try to make it a British team or have the ball as a globe if you want him to look like a political cartoon about colonialism.
A representative British costume could be a patchwork - or just pick any historical period within our national mythmaking - King Arthur, Boudiccia, Elizabeth Fry, Turing, Byron, Austen, Nightingale, etc but that's more a Great Briton.

Maybe dress him up as a famous british fictional character. I remember once, my secondary school did world book day, me being a grumpy teenager then did not want to wear some silly costume, so I thought "What character can I wear my own clothes with?" and I went with Horrid Henry because you only need a stripy jumper, jeans and shoes and I can pass it off as a costume and I had the shaggy hair at the time which helped.
But yeah, easy costume, famous British home grown character and no effort really needed.
