It’s markings to indicate where a set of double yellow lines will start/stop. They’d initially indicated the lines would go left, realised that was wrong, crossed it out, then added the correct direction off to the right.

These are temporary utility survey markings showing the route or location of underground services before possible digging or installation work. White isn’t for utilities. It’s probably road markings or kerb works. Maybe fixing a defect if it’s quite new.

On the edge of a kerb like that (and is that newly (re)built path?), I'd assume it's probably either for road markings painting (eg. double yellows) or drop kerb installation (are the markings in front of a driveway?).
Your local authority (county council for roads usually, if you have one) may have information - works involving the road will often require permission. (Look for "street works" or "planned roadworks")

Yep, new path but we do already have a dropped kerb. It could potentially be for road markings, we have the usual through the middle of the road. I'll do some digging on the council website
