PC Crashed - No Display and Fans Max RPM on Boot

So my GF's PC wouldn't launch Halo the other day due to the GPU being disabled, when I tried to enable it again it crashed and black screened the GPU fans went full speed.

I thought it may have been a faulty cable so I replaced that and Ta Da! it works I updated some things in windows and did a fresh install of drivers and everything was working fine, refresh rate was back up and I was even able to boot halo.

Later tonight we wanted to play but lo and behold the PC is now black screening and the fans are all at full speed again?

It's worth mentioning that ive reseated the RAM and GPU as well.

I'm worried the GPU is fried ?

Sounds like a GPU issue since it was giving you issues before. No display and max fan spin is a typical no POST scenario. Board is not passing the Power-On-Self-Test (POST).

Does the PC have a CPU with an integrated GPU? If it does, you can use that to see if it's a GPU issue. Remove the dedicated GPU and connect monitor to the appropriate port on the motherboard.

If it works, it's likely a GPU issue. Try consistently powering the board on and off. You want to see a consistent POST with the integrated GPU. If you do, it's the dedicated GPU. If it occasionally stops working, then you probably have another issue.

If no integrated GPU, then it'll be more of a guess. In that case, I'd try to put another GPU in that you know works.
