ULPT Request: How to get homeless to move?

I know this has been asking multiples and I’ve read through several posts/comments in this subreddit but my situation is unique.
Background: In the past (I’ve lived here >2 years) we have had homeless set up a tent in the spot for a few days, it never bothered me and I never did anything because they were only there for a short while. This current person(s) have been here for months. it’s right outside the complex fence, technically in front of the fence of a vacant land property next to the complex (between the fence and the side walk there’s a 8 foot wide stretch of land, I can do a sketch to make this more clear if needed) . I’ve filed 20+ reports with the homeless outreach team/311, I doubt they’ve even gone out there. One day they had a van parked (illegally obviously) next to their tent on the grassy patch. I’ve see three different men here on different days. Multiple times I’ve see them scrapping bikes for parts. I finally called the sheriff when I saw the usual male walking around with a golf club (they have a golf bag along with a bunch of other garbage by their tent site), sheriff refused to do anything (but if he was carrying around a knife/different weapon they probably would have, whatever). They also said they can’t do anything since it is private property? It’s literally right next to the sidewalk and not fenced in I doubt it’s private property.
Methods: The issue is the tent is so close to the condo complex there’s not much I can do about without also impacting all of us who live here (speakers are out). I’ve seen people mention liquid ass, when I google it only lasts 15-30 min in an un confined space. I don't think they would care about any of the smelly stuff anyway that people have suggested.
What I’ve done so far: sprayed ketchup and motor oil on their belongings (they just got rid of the belongings with ketchup on them). Disposed of some of their belongings. So far I’ve done all of this without being spotted by them to my knowledge. What can I do safely as a small woman who lives alone? I have purchased long distance pepper gel post golf club incident, I do not plan to use on any -one- (unless of course I absolutely have to) but I have some thoughts.

If it’s anything like the mosquito speakers at the library I work at I can absolutely hear them inside my workplace, aka my neighbors would be able to hear it, and people will recognize that noise and know what it is, file complaints, etc.

That's my point - lowering the cost of living would be ethical, and therefore not appropriate for this sub. Not even a token mention of piss disks, very disappointed.

Okay so how am I supposed to magically make that happen? I said in the post I have reported them to the homeless outreach time 20+ times, they provide resources.

They have access to free housing in my area yet they don’t take it. It’s not that simple. Many need institutionalized to work on their addiction and mental health. We’ve tried housing first in California for years and it doesn’t work. You need to make them get clean and sober and work on their mental health because they will just leave the free housing in order to do drugs.

The vast majority. Can we stop with the nonsense like they aren’t. The ones that aren’t take advantage of the many services provided them and don’t spend much time on the street. It’s really a tired narrative that bares no semblance of reality to argue otherwise

Buy a $20 keychain fob activated audible motion sensor/flashing red security alert alarm from Lowes. Go by property unseen and toss alarm on roof or somewhere homeless cannot easily get to. Now activate audible alarm from a safe area. Will solve problem in no time

Rent a water truck about midnight or so blast that shit or open. A near by fire hydrant that is upstream from where there at open fast and close the split.
Or one loud ass speaker there used to be an app might be still around that played I high frequency sounds I think it was called mosquito I'm not sure but it would play sounds only small kids could hear you sometimes hear them out side store where they don't want people loitering.
