ULPT Request: How to get homeless to move?

I know this has been asking multiples and I’ve read through several posts/comments in this subreddit but my situation is unique.

Background: In the past (I’ve lived here >2 years) we have had homeless set up a tent in the spot for a few days, it never bothered me and I never did anything because they were only there for a short while. This current person(s) have been here for months. it’s right outside the complex fence, technically in front of the fence of a vacant land property next to the complex (between the fence and the side walk there’s a 8 foot wide stretch of land, I can do a sketch to make this more clear if needed) . I’ve filed 20+ reports with the homeless outreach team/311, I doubt they’ve even gone out there. One day they had a van parked (illegally obviously) next to their tent on the grassy patch. I’ve see three different men here on different days. Multiple times I’ve see them scrapping bikes for parts. I finally called the sheriff when I saw the usual male walking around with a golf club (they have a golf bag along with a bunch of other garbage by their tent site), sheriff refused to do anything (but if he was carrying around a knife/different weapon they probably would have, whatever). They also said they can’t do anything since it is private property? It’s literally right next to the sidewalk and not fenced in I doubt it’s private property.

Methods: The issue is the tent is so close to the condo complex there’s not much I can do about without also impacting all of us who live here (speakers are out). I’ve seen people mention liquid ass, when I google it only lasts 15-30 min in an un confined space. I don't think they would care about any of the smelly stuff anyway that people have suggested.

What I’ve done so far: sprayed ketchup and motor oil on their belongings (they just got rid of the belongings with ketchup on them). Disposed of some of their belongings. So far I’ve done all of this without being spotted by them to my knowledge. What can I do safely as a small woman who lives alone? I have purchased long distance pepper gel post golf club incident, I do not plan to use on any -one- (unless of course I absolutely have to) but I have some thoughts.
