If an e-bike cannot be pedaled, it is actually a motorcycle and should be treated as such.

If only the laws were enforced, so many treating the bike/walk trails like motor speedways. If it is the equivalent to a moped, mopeds are prohibited from bike trails in most cases.

Duh, a motorcycle doesn't have pedals. I have ebikes that can technically be pedalled but is much more comfortable to just use the throttle. It's the best of both worlds.

It is also part of the reason a lot of electric-motorcycles have pedals slapped on, as a regulatory loophole.
