I ordered some Red Army Standard 7.62 so I'm certain mine will be new production not reman. I didn't see anything listed as reman

It says steel penetration for the 122gr. Is it steel core?

According to Century it's lead core. In my experience this can still incorporate a bimetal jacket so some ranges will prohibit this on steel targets. It's already steel case so indoor ranges will likely prevent you using it there too.
