Is this a violation?

Just started with a new company and was assigned a truck. Electrical/ air lines have been chaffing on the cat walk. I asked them to replace the entire set of lines and they are refusing. They just want to adjust them higher and replace the clips. They said as long as wires aren’t showing it’s not a violation. But it’s clearly chaffed through the first layer. I’m thinking I’m going to refuse any loads until the entire assembly is replaced.

The company is right, that just needs readjusted so that it's not rubbing anymore, it does not need replaced.

The difference between a professional driver (and smoother inspections) vs a steering wheel holder who complains that every DOT officer is out to get them, is the person who fixes the cause once they notice it so it doesn’t become a violation.

I genuinely don't see the issue. Nothing is exposed, worn through, or otherwise broken. If not looking pretty were a crime, I'm sure we'd all have a whole lot more to complain about than this. Now I agree that this isn't going to last long-term, but if the company already proposed a solution, I'd go with it until it becomes more than just ugly.

If tgat was my truck, I would consider that good to go. The rub only got into the outside layer, and nothing inside is showing. In my eyes as long as the cable gets hung high enough that it doesnt sit on the frame like that

Ensure the electrical line has no cuts, splits, frays, or exposed/bare wires. Literally can Google this.

There is no violation for rubbing through to secondary layer on the electrical cord. That’s only for air lines. If there’s is no copper wires poking out (there are none) then go ahead and send it. Zip tie it to the airlines, should be enough to hold it up.

The FMCSA says they need to be supported in a manner to prevent chafing. Sounds to me like its in violation

For the electrical cord there’s no primary and secondary rubber violation like there are airlines. If there’s no exposed wires then just adjust it higher and send it.
