Solved. turns out i didnt plug in my power SW correctly. thank you all for helping

Motherboard probably can’t deliver the power to the essential components. Happened to me.

i’ve been told its either the motherboard or psu, should i replace both? or go one by one

did you ever resolve this? ive replaced the cpu, mother board, and psu. still nothing
