It's not a brand. It's a parts bin bike of the cheapest possible parts china can make with a random brand sticker slapped on it.

There is no conceivable way to manufacture an ebike with any semblance of quality for $400. If your needs are modest, you can source generic parts and do repairs yourself, you park it somewhere that won't burn your house down if the battery explodes and you don't mind potentially tossing it into the landfill in a few years, it may be adequate.

You're probably better off buying a better quality bike from a real brand used though.
